
“Innal lazeena kafaroo” means “No doubt, those who have disbelieved”.
“Sawaaa’un ‘alaihim” means “their eventual consequence (or outcome) will be the same”.
“’A-anzar tahum am lam tunzirhum” means “had you (Prophet Muhammad (sallallahu alaihi wasallam)) warned them or had you not warned them”
“Laa yu’minoon” means “they don’t believe and they will not believe”.
The True Meaning of “Kafir”:
“Kafir” does not mean non-Muslims as a non-Muslim may later come to believe. “Kafir” refers to those who had the opportunity to get guidance (the best message, from the best orator in the most eloquent form) and they still disbelieved in it.
“Kafir” refers to not only those who disbelieve the book entirely but also to those who even have a shred of doubt in this book.

“Kafara” means to bury a seed in the ground. “Kafir” are those who have buried the seed of truth.
Importance of understanding the context:
In this ayat, the plural is used “those who have disbelieved” and it appears that Allah (subhanahu wa ta’ala) is talking about all disbelievers. But there’s absolutely no disagreement in all of our intellectual history that this ayat is not talking about all disbelievers. For example, when we say something like, “people have hurt me”, we don’t mean that all the people on the planet have hurt us. We are referring to a certain section of people. If we observe this closely, we will understand that it is actually a way of expressing our frustration. Similarly, in this ayat, we see Allah (subhanahu wa ta’ala) expressing his anger for a certain group of disbelievers.
According to some of the Sahabas including Ibn Abbas (radi allahu anhu), it is referring to the leaders of the Jewish community in Madina, who were the worst in their opposition. They knew the truth and rejected them anyway.
If the historical context and the textual context is not considered, it appears as if Allah (subhanahu wa ta’ala) has already written of all the disbelievers. Hence it is very important to understand the context.
